The US Department of Health and Human Services (HHS) is the agency mainly responsible for implementing health care laws. This agency along with others, develops rules and regulations for the laws in addition to the federal laws.

2.A manager impacts an organization’s performance as they must determine, initiate, integrate, and oversee the work of his/her subordinates. Individuals that are senior level managers are responsible for building support for the organization’s purposes and priorities among external and internal stakeholders especially legislators and branch superiors with oversight responsibility and relevant interest groups; negotiating and maintaining effective relationships with organizations and people, regulated or affected by implementing organization, supplying resources to or whom implementation organizations that work tirelessly in carrying out the policy implementation responsibilities; molding external and internal agreements pertaining to the organization’s priorities and purposes; and encouraging a work balance amongst all economic and professional organizational interests.
